Child Support
The Child Support Program touches more children than any other public program in the State of Ohio with the exception of education. The purpose of the child support program is to provide children with the opportunity for a better life by insuring that they get the monetary support and health care they are entitled to as ordered by the court.
Once paternity is establish, the Child Support Enforcement Agency (CSEA) can help set up child support and medical support orders. These orders may be issued in court by a judge or referee or at the CSEA by an administrative hearing officer. The child support order states an amount to be paid regularly by the non-custodial parent. The non-custodial parent, or obligor, is the parent who does not have primary custody of the child and must pay child support. The child support will help offset some of the costs of raising a child. The amount of the order will be based on statewide guidelines. The CSEA can also set up a medical support order which may require the non-custodial parent to get health insurance covering the child. Sometimes the order also covers the costs of giving birth.
At the end of December 2007 Ashtabula County had 9,605 open cases involving over 12,609 children. Only 962 of these cases were current public assistance cases. Total collections in 2007 were $16,561,124.53 which equates to more than $83,000 above the amount collected in 2006.

Responsibilities
The services that are offered by our agency include:
- Collection and disbursement of payments
- Education and outreach about the child support program and referrals for community and government services
- Enforcement of existing child support and or medical support orders
- Establishment of a child support or medical support order
- Establishment of paternity (Paternity can be established up to the child’s 23rd birthday)
- Locating non-residential parents
- Modification of existing child support orders
